POST /v1/payments/cashout records a sandbox result for MoMo. GET /v1/payments/:paymentId reads the status. On this origin live funds stay off and the balance stays 0.

POST /v1/payments/cashout with a MoMo destination and an Idempotency-Key.
An amount that ends in 77 succeeds. An amount that ends in 00 is PAYMENT_FAILED.
GET /v1/payments/:paymentId. The partner does not call the operator.
