Cash-out is the MoMo rail. The partner calls Teddoh. The partner does not call the mobile money operator directly.

Send a cash-out through Teddoh, not through the operator SDK.

Use POST /v1/payments/cashout.
Pass the MoMo destination as a phone in E.164.
Wait for payment.succeeded or payment.failed.
